Before a franchisor can legally offer franchises in a registration state, it must file its Franchise Disclosure Document (FDD) with that state's regulator. Three states publish these filings online: California (DFPI DOCQNET), Minnesota (Commerce/CARDS) and Wisconsin (DFI). A newly effective registration is the earliest public signal that a brand is entering or expanding in a market.

A new registration means a franchisor is actively selling units — the moment brokers want to place candidates, suppliers want to get on the approved-vendor list, and investors want to evaluate the concept before it is crowded.
